DEPARTMENTAL OVERVIEW: Department of Emergency Services
The Department of Emergency Services is committed to providing high quality Emergency Communications, Hazard Planning, Risk Management and Emergency Medical Services to the residents, governmental departments, agencies and visitors of Caroline County.
Our responsibilities include:
- Advanced Emergency Medical Services to the citizens and visitors
- Emergency planning and coordination for County government
- Emergency Communications, including 911
- Police communications for the Sheriff’s Office and four town police departments
- Fire and Rescue communications for nine volunteer Fire / EMS departments
DEFINITION:
This is skilled specialized work as a Maryland Certified Emergency Medical Technician. A self- motivated, responsible person with administrative duties. Under some supervision carries out duties without detailed instructions but within specific limits and reports to Emergency Medical Services Supervisor. Performance will be evaluated periodically based on previously agreed upon goals.
This position is Non-Exempt and eligible for overtime in accordance with the Fair Labor Standards Act (FLSA). This position has been determined to be “essential”, thus is subject to recall during emergency conditions.
EMERGENCY OPERATIONS:
Under the Caroline County Personnel Rules and Regulations, the Emergency Medical Technician I position is designated as “Operations”. This means the employee is required to report to work during emergencies including severe weather events. The position may be subject to “call back,” order to return to work to complete essential duties and may be required to respond to the EOC or field incidents at any time, including nights, weekends, and holidays.
PERFORMANCE EVALUATION:
Performance will be evaluated periodically in accordance with the County’s Personnel Rules and Regulations and guided by mutually agreed upon work goals established by the employee and the employee’s supervisor. The normal probationary period for the position is 9- months; however, this may be extended.
CAREER PATH:
The primary goal of the Emergency Medical Technician I position is to respond to 9-1-1 calls and provide emergency medical assistance. Advancement opportunities will depend on the employee’s ability to master required skills and availability of openings.
EXAMPLES OF WORK:
The following examples are meant to be illustrative rather than comprehensive:
- Performs necessary emergency medical care on sick, injured or convalescent persons at the site of an incident and in route to the hospital or other destination as prescribed by *MIEMSS.
- Stabilizes the condition of the injured or ill patients and assists in extricating victims from wreckage.
- Performs emergency medical and first aid examinations and treatment such as bandaging wounds, control of bleeding, cardiopulmonary resuscitation, insertion of oral and nasopharyngeal airways.
- Responsible for completing and filing all pertinent state, county, local and hospital incident reports or related documents.
- Maintains Basic Life Support Ambulances and equipment.
- Assists ALS clinicians with maintenance of medical equipment and office.
- Participates in specialized and continuing education classes.
- Assists fire companies with medical support.
- Must be able to operate emergency vehicles in accordance with Maryland State Laws and Caroline County driving procedures.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of emergency health care procedures and patient condition evaluations.
- Skill in the use of authorized medical equipment.
- Ability to properly evaluate patient condition and render emergency medical care.
- Ability to operate emergency vehicles.
- Ability to establish and maintain effective working relationships with superiors, peers, the public, fire departments, MIEMSS, and hospitals in the surrounding area.
- Ability to maintain certification as a Maryland *EMT or higher as prescribed by *MIEMSS.
- Ability to communicate effectively, orally and in writing.

- Must be able to climb stairs
- Must be able to kneel for periods of 15 minutes
- Must be able to bend to pick up or work on an item
- Must be able to determine if item is hot, cold, or slippery Must be able to grasp items
- Must be able to read and understand work orders, simple mathematical problems and operator manuals accompanying equipment
- May not suffer from claustrophobia
- Must be able to work outdoors during inclement weather.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited high school or G.E.D. and Maryland licensed Emergency Medical Technician
REQUIRED LICENSES AND CERTIFICATES:
NOTE: All required licenses and certificates are to be acquired at the expense of the applicant. Maryland licensed Emergency Medical Technician
Valid Driver’s License
Certified in C.P.R. at the Health Care Provider level.
*MFRI hazard material operations within six months after employment
*EVOC or acceptable equivalent course within six months after employment
CONDITIONS OF EMPLOYMENT:
Substance Abuse Test: Must pass a pre-employment urinalysis test for designated controlled dangerous substances.
Criminal Background Check: Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.
Essential Functions: Must be able to execute the "Essential Functions" listed in this Class Specification at the time of hire and while employed in this class series, unless a request for accommodation under the Americans with Disabilities Act is received and granted.
Driving Record: May have no more than four (4) points on driving record at the time of hire and while employed in this class series.
Personnel Rules and Regulations: Must comply with the terms of the Caroline County Personnel Rules and Regulations, including the Substance Abuse Policy, while employed in this class series.

Salary Range: $40,129.00 - $56,084.00 Annually
